The preparation was enabled by the contribution announced by the Prime Minister during the 5th BIMSTEC Summit in Colombo towards instituion building mechanisms. Accordingly, BIMSTEC Secretariat was authorized to anchor several meetings that brought the BIMSTEC Rules of Procedure into fruition.
