Pulling up the state government on staff shortage at the Haryana pollution board, the National Green Tribunal (NGT) said the issue should be taken up by higher authorities or the regulator should "take its own steps" instead of being "relaxed" as citizens are "entitled to governance, irrespective of failure" by any "government limb".
