Take Action to Reverse the Mayor’s Transportation Cuts
The state of Vision Zero policy in Washington, DC looks bleak. Last week, the DC Auditor put out a report stating that swaths of the 2020 Vision Zero Omnibus bill remain unfunded as we fail to meet our goal of ending traffic deaths and serious injuries.
To make matters worse, in the FY24 budget, Mayor Bowser wants to remove the only dedicated funding source for Vision Zero programming, and a key source of funding for future bike, bus and pedestrian projects.
2024 is the year the Mayor designated as the year DC gets to zero traffic deaths and serious injuries. We’re nowhere close, and now is not the time to scale back funding for key transportation bills.

The following bills will transform transportation landscape in D.C. but currently lack funding in the Mayor’s FY24 budget
- Vision Zero Enhancement Omnibus Amendment Act of 2020
- Includes mandatory protected bike/bus lanes requirements.
- Create mandatory sidewalk and crosswalk construction with DDOT capital projects.
- No Turn on Red – Prohibits right turns on red at 80% of signalized intersections where vulnerable road users are most likely to be.
- Lower speed limits on local and collector roads (~13% of DC streets) to 20mph.
- Enhances fatal crash response to inspect the site 30 days after a fatal crash, requires DDOT to inspect the site and publish interim design. installed and include permanent or interim design planned for later installation within 30 days of inspection.
- Establishes a public outreach program to educate on traffic safety.
- Electric Bicycle Rebate Program Amendment Act of 2023
- Establishes an E-bike rebate program for D.C. residents, with enhanced funding for residents who qualify as low-income.
- Metro For D.c. Amendment Act Of 2020
- Makes all Metro bus rides free in Washington,D.C.
- Provides $100 per month to all DC residents to use for metro rail trips
- Establishes 24 hour service on busy routes in every ward in Washington, DC.
