Connecticut’s Senate has passed a two-year, $51 billion state budget that includes a historic cut to the state’s personal income tax. Tuesday's 35-1 bipartisan vote a 139-12 vote in the House early Tuesday. The General Assembly adjourns on Wednesday. Democratic Gov. Ned Lamont is expected to sign the bill into law. He first proposed the income tax reduction, which is predicted to benefit more than half of the state’s nearly 1.7 million tax filers by permanently lowering marginal rates. It's the first reduction since 1996, and the largest since the tax began in 1991. The bill also incomes increases in education funding.
