Goa's high-spending Russian tourists have shifted their travel plans to Dubai, causing Rohan Khaunte, Goa’s Tourism Minister to investigate and discover why. Goa's tourism has been almost entirely dependent on traditional markets of Russia and the UK. Khaunte suggested the importance of focusing on emerging markets such as the USA, UAE, Germany, South Korea, Japan, citing increased outbound tourism.
