Connecticut State Police make another arrest in Tolland street takeover

A Bloomfield man arrested Wednesday by state police has been accused of kicking a woman’s car along with a group of others during a street takeover in Tolland in May, causing more than $15,000 in damages.

Marc Trevon Mann, 21, faces charges of first-degree riot, conspiracy to commit first-degree riot, first-degree criminal mischief, unauthorized damage to a vehicle and first-degree reckless endangerment, according to Connecticut State Police.

According to the arrest warrant affidavit, a state police investigator viewing videos posted to social media of a street takeover in Tolland on May 21, at the intersection of Fieldstone Commons and Merrow Road, identified Mann as one of the suspects among a group of 10 to 15 people who damaged a Toyota MR2. The Toyota was driven by a woman who approached the takeover and wanted to pass through despite the intersection being blocked by 100 to 200 people who had done a similar takeover in Manchester earlier that night just prior to the one in Tolland, the affidavit said.

The affidavit states that a state police trooper recognized Mann in the videos and saw him kick the trunk of the Toyota numerous times before standing beside the driver, who appeared to be pleading with the group to stop, and kicking the driver’s side door.

The woman’s insurance company declared the vehicle a total loss, though she decided to keep it and pay for repairs herself, which were expected to cost somewhere between $16,500 and $20,000, the affidavit said.

According to the affidavit, a state police investigator recognized Mann as the same person seen while authorities conducted surveillance during a street takeover in West Hartford on May 14. In that takeover, troopers wrote, he was spotted speaking to the crowd using a megaphone.

State police spoke to Mann on Aug. 7 when he was arrested by the Manchester Police Department in connection with an arrest warrant on domestic violence charges, state police wrote in the affidavit. During the interview, Mann admitted to his involvement in the Tolland street takeover and damaging the woman’s Toyota, the affidavit said.

Mann told investigators the husband of the Toyota driver was in the passenger seat and appeared drunk and was yelling at the crowd, according to the affidavit. He also alleged the driver sped toward people blocking off the street and could have hit someone, the affidavit said.

Mann turned himself in to state police Wednesday and was released without having to post bail. He is set to appear in Rockville Superior Court on Sept. 13.

Mann’s arrest is at least the third arrest made by state police in connection with the Tolland street takeover in May. Troopers on May 22 arrested Jefferson Duron, 20 of Norwalk, calling him one of the ring leaders who have organized numerous takeovers throughout the state. State police in early June also arrested a juvenile in connection with the takeover.
