4 Hoover gang members accused in 2020 murder of Portland Uber driver
PORTLAND, Ore. (KOIN) — A federal grand jury has charged four Hoover gang members in the murder of a Portland man back in 2020.
According to the Department of Justice, Taezhon Kelly, Anthony Bagsby, and Delane Roy, all of Portland, and Cocoa Taplin, of Fairview, face multiple charges in the fatal shooting of a man on Dec. 11, 2020.
The Portland Police Bureau confirmed the four gang members are being charged in the death of 23-year-old Dhulfiqar Kareem Mseer, who was shot and killed as he was driving for Uber.
Bagsby and Taplin were arrested in Portland Wednesday. Kelly was arrested in North Texas and Roy was arrested in west Louisiana, authorities said.
On the night of the shooting, Mseer was picking up a passenger for his rideshare job. While the young husband waited at Northeast Stafford Street and Northeast 11th Avenue, his car was surrounded by multiple individuals who shot him at least 70 times. Mseer died in the hospital a few days later.
The DOJ said the shooting death was gang-related. The Hoovers, which began in Los Angeles in the 1960s and came to Portland in the early 1980s, tasks gang members with carrying out acts of violence to maintain their positions or move up in the organization. The shooting of Mseer is believed to be one such case.
The four individuals were charged with murder in the aid of racketeering, using and carrying a firearm during a violent crime and causing death through the use of a firearm.
