Our brief visit to Beit Hanoun in northern Gaza evoked memories of the final days of Israel's security zone in southern Lebanon in the late 1990s. Then, as now, the central question remained: what does it mean to achieve a decisive victory over a terrorist organization, and how can it be accomplished?
