Former Jharkhand CM Raghubar Das has opposed the state cabinet's approval of the PESA Rules of 2025, alleging they violate the spirit of the PESA Act of 1996. Das suspects core provisions regarding customary laws, tribal traditions, and resource control by gram sabhas may have been ignored in the new rules.
