City of L.A. seeks to dump the federal judge overseeing a homelessness settlement
The City of Los Angeles is asking an appeals court to remove the federal judge overseeing a settlement that requires it to produce thousands of shelter beds and housing units and clear nearly 10,000 homeless camps from the streets.
