Local Government Minister Ben Phiri urges councils to exercise caution in the management of public finances

Minister of Local Government and Rural Development Ben Phiri has called on local councils to exercise caution in the management of public finances and avoid corruption.

Phiri made the remarks in Blantyre when he opened a series of orientation meetings for councillors and other local government officials aimed at strengthening their understanding of council operations and responsibilities.

He said the government is working hard to stabilise the country’s economy, noting that when the current administration took office, it faced serious economic challenges.

“At the time we came into the office, debt stress levels were at 93 percent, leaving only about 7 percent of revenue for essential operations such as purchasing drugs and fertiliser. It has not been easy, but government is doing its best to put the economy on a stable path,” said Phiri.

He warned that councillors must not involve themselves directly in procurement processes, saying the law does not allow it.

The minister also cautioned councils against turning themselves into “dumping grounds” for donations from institutions without proper scrutiny.

He said that while support from partners is welcome, councils must thoroughly assess such assistance to ensure transparency and accountability.

Meanwhile, Principal Secretary in the Ministry of Local Government and Rural Development, Reverend Moses Chimphepo, said the orientation programme is crucial in equipping councillors with knowledge about their roles.

Chimphepo commended the minister for initiating the training and emphasised the need for councillors to adhere to the law, particularly in matters of procurement and oversight.

He also welcomed the decision to involve the corporate sector in supporting council activities.

NBS Bank has donated K254 million to support the training programme, which will run for 12 days.
