Checks on mobile transfers: new rule to take effect in two months
Tengrinews.kz – Starting in September, Kazakhstan will implement new criteria for monitoring mobile money transfers, introducing a new threshold of 1 million tenge over a three-month period, Vice Minister of Finance Yerzhan Birzhanov announced.
Speaking in the Mazhilis, where amendments to the Tax Code were approved, Birzhanov said that the new rules for monitoring mobile transfers will come into effect in two months.
“We already receive information for monitoring mobile transfers, but under different criteria. Now a new directive introducing a third criterion is ready. It was to be adopted following today’s tax legislation. The law has passed and will come into effect in 60 days. Accordingly, we will adopt a regulatory document, and implementation will begin in September,” he said.
Journalists asked whether transfers between family members would be checked. The vice minister clarified that the rule applies only if 100 different people transfer money to the same individual within three months. Family transfers, such as between parents and children, are exempt.
“If a mother sends money to her daughter, or a father or brother—no problem. Even if it's 1–2 million tenge, it’s fine. All three criteria must be met at once: first, 100 different senders; second, these transfers must be made within three consecutive months; and third, the total must exceed 1 million tenge,” Birzhanov explained.
How much money can be transferred
As previously reported by the State Revenue Committee, the threshold for incoming mobile transfers over a 3-month period has been set at 12 minimum monthly wages (MMW) — in 2025, that amounts to 1,020,000 tenge. This decision was made by the Ministry of Finance, the National Bank, and second-tier banks. Initially, a much lower limit of 255,000 tenge was proposed.
If a person not registered as an individual entrepreneur receives more than 1 million tenge within 3 months — especially from a large number of different senders — they may be subject to tax inspection.
The Committee clarified that only transfers from other individuals will be counted. Deposits via ATM, transfers from savings accounts, salaries, and social benefits are not included in the calculation.
