Akorda clarifies Tokayev’s remarks on women in Address

Tengrinews.kz – The presidential press service has clarified the meaning behind President Kassym-Jomart Tokayev’s remarks about women during his September 8 Address to the Nation.
According to Akorda, some citizens perceived Tokayev’s statement – that “unfortunately, even women are among those disturbing public order” – as a reproach. However, officials stressed the intent was different.

“The idea was that if women, who have traditionally symbolized beauty, fragility and harmony, are now also becoming involved in scandals, this indicates a serious cultural crisis in public behavior,” the statement explained.

Akorda emphasized that Tokayev’s words were not directed against women but were a broader appeal to all citizens, regardless of gender, age or background, to restore a culture of respect and reject rudeness and aggression.

“The essence of the message is to promote ethics, mutual respect, tact and civility in everyday interactions – whether on the road, in queues, at stations or on airplanes. This responsibility lies with society as a whole, not solely with women,” the statement read.

Officials highlighted Tokayev’s consistent focus on protecting women’s and children’s rights. Among presidential initiatives:

introduction of a women’s quota in party lists and parliamentary mandates;
abolishment of labor restrictions on women in 2021;
extension of childcare benefits to 1.5 years;
creation of a specialized police unit to protect women from violence;
establishment of family support centers and a nationwide 111 hotline;
tougher penalties for violence against women and children, adopted in 2024;
introduction of criminal liability for stalking and forced marriage in 2025.

As a result of these measures, cases of domestic violence have significantly decreased, Akorda noted. Official statistics show that crimes against women’s rights have halved over the past five years.
