Kazakhstan introduces fines for wearing face-covering clothing in public
Tengrinews.kz – Kazakhstan is set to introduce administrative fines for wearing clothing that fully covers the face in public places, a Majilis member announced during a plenary session.
According to MP Magerram Magerramov, the amendments establish liability for violating legislation on the use of garments that obstruct facial recognition in public. The first offence will result in a warning, while repeat violations will lead to a fine of 10 MRP, equivalent to thirty-nine thousand three hundred twenty tenge in 2025.
The Majilis approved the amendments in the second reading. The document will be forwarded to the Senate, and if endorsed, will then be sent to the President for signature. The exact date the new rules will take effect remains unknown. In 2026, however, the fine could rise to forty-three thousand two hundred fifty tenge due to an increase in the MRP.
Earlier, Kazakhstan enforced a law on July 12 prohibiting the use of clothing that completely covers the face in public areas. Authorities said the measure aims to enhance public safety and ensure that individuals can be easily identified, including through surveillance cameras. Law enforcement officials stressed that the regulation does not infringe on freedom of religion.
What is prohibited:– Balaclavas– Full-face masks– Niqabs and any other garments that prevent identification
What is allowed:– Religious clothing that does not hide the face, such as the hijab, shayla, khimar, al-amira and similar garments
Exceptions where covering the face is permitted:– Cold weather (scarves or shawls)– Medical reasons (protective masks)– Occupational or service-related protective equipment, including respirators and gas masks– Sporting and cultural events, such as performances or animation activities
