Rep. Mac Thornberry, chairman of the House Armed Services Committee, expressed frustration that defense funding will likely get sidelined this month by other fiscal priorities, such as emergency funding in the wake of Hurricane Harvey, debt ceiling concerns and keeping the government operating.
