The scheme to allow cars on the road according to the number on their licence plates might not have achieved the ostensible objective of bringing down pollution levels in Delhi, but it did help Arvind Kejriwal and his Aam Aadmi Party shrewdly pitch their government as one that is proactive and willing to take unpopular steps to improve life in the capital.
