Russia's upper house of parliament, the Federation Council, may amend the newly adopted anti-terrorism legislative package if mobile network operators are able to prove that complying with it will inevitably lead to an increase in charges for consumers, head of the council's Defense Committee Viktor Ozerov said Thursday.
