Two bills in Congress, theAdvanced Nuclear Technology Act and the Interim Consolidated Storage Act, have the ability to kickstart new nuclear power in this country by easing the onerous licensing process for new reactors and finding a place for the spent fuel until it can be burned in new reactors.
