The Security Service of Ukraine (SBU) initiated a criminal case under the article "a terrorist act that killed a person" in connection with the blowing up of a vehicle of the OSCE Special Monitoring Mission (SMM) in Ukraine, the Luhansk region's prosecutor's office said Monday.
