Russian lawmaker and special counterterrorism envoy of the Organization for Security and Co-operation in Europe’s (OSCE) Parliamentary Assembly Nikolay Kovalev said on Tuesday he proposed to develop the Assembly's anti-terrorism code, which would then be individually ratified by national parliaments.
