New York City is set to begin imposing a plastic bag tax on Feb. 15, but Gov. Andrew Cuomo has a bill sitting on his desk that would put a stop to it and save New Yorkers from this regressive tax. The action Cuomo takes will indicate as to whether he plans to run for president in 2020.
