L.A. has set aside millions of dollars to fund its "street strategies" to help homeless people, including mobile showers and bathrooms. But of the $7.5 million budgeted in 2016-17, more than $2 million was returned to city coffers and nearly $2 million was diverted to pay for sweeps.
