Taking note from the 1989 Loma Prieta earthquake, which destroyed and damaged hundreds of soft-story apartments buildings -- multi-story wood-frame buildings supported by slim columns with garages or storefronts underneath -- Oakland is requiring all such buildings be seismically retrofitted.
