Maikanti Baru, the newly appointed Group Managing Director of the Nigerian National Petroleum Corporation (NNPC) has rolled out 16 things he will do in his new capacity.

In the 16-point agenda issued by the man who replaces Dr Ibe Kachikwu, the new NNPC top man revealed that he will work closely with staff to ensure lasting solutions to the challenges bedeviling the petroleum sector in the country.

Other items in the 16-point agenda are as follows:

1. Creating an all-inclusive internal advisory council on security, comprising representatives from NNPC, the international oil companies, the Petroleum and Natural Gas Senior Staff Association and National Union of Petroleum and Natural Gas Workers, and security operatives to brainstorm and address host community agitations to complement government security team’s efforts in the Niger Delta region;

2. Implement new business models that would grant autonomy required to empower the strategic business units and autonomous business units deliver on their mandates;

3. Provide relevant directions and controls to ensure their growth and profitability;

4. Continue exploring ways of relieving government the burden of cash calls obligation as well as address and defray the agreed cash call arrears of the IOCs;

5. Restore oil and gas production and grow the national reserve portfolio;

6. Increase crude oil production capacity by the NNPC upstream subsidiary, the Nigerian Petroleum Development Company (NPDC);

7. Review all weak contractual agreements and terminating bad ones as appropriate;

8. Leverage on equity positions to cause the development of key gas assets for both domestic and export;

9. Pursue the expansion of gas networks across the country;

10. Repair and restore oil and gas pipeline infrastructure and providing robust security system for both detection and deterrent in conjunction with the existing security arrangement;

11. Improve refining efficiency of the four existing refineries to pave the way for future expansion;

12. Pursue diversification of businesses by refocusing on the implementation of renewable energy programmes and frontier exploration services;

13. Continue the drive to make the venture businesses profitable and ensure service delivery;

14. Entrench the culture of professionalism by doing the right things at all times through transparency, accountability, and respect for all.

15. Ensure adequate staff welfare and motivation, training and capacity building.

Baru’s appointment which was announced on July 4, 2016, has been met with huge criticisms, with most commentators believing that the new man cannot handle the NNPC as much as the recently-relieved Kachikwu (who is also Nigeria’s minister of state for petroleum resources).

In a press statement made public, an oil monitoring group, the Niger Delta Indigenous Movement For Radical Change (NDIMRC) described the removal of Dr Kachikwu as an unfair treatment.

The group which had earlier warned of plot to remove Kachikwu, said that the new GMD, Baru is not fit for the job.

The statement signed by Nelly Emma, the group’s president, read in part: “The whole world is our witness that we raised alarm in April this year that Baru was desperate to be the GMD of NNPC and was mounting pressure on the President to sack Kachikwu and now we have been vindicated.

“We are sad over the unfair treatment of Dr Kachikwu by the President. The former GMD was committed to the total reform of NNPC of which Baru was against. By the sacking of the hard-working Dr Kachikwu and replacing him with Baru, it is now clear to us as a group and the whole world that the President is not serious about his promise to turn NNPC around for the better.”
