New York Democrats rammed through new congressional maps in an emergency vote Wednesday that could give them an edge in the fall elections, while approving a separate bill that limits the filing of lawsuits challenging the changes to four Democratic-leaning counties -- Erie, Albany, Westchester and Manhattan.
