The death toll from a building collapse in the South African city of Johannesburg has risen to nine, as the city says it plans to demolish the structure because it was erected illegally. On Tuesday, emergency services say they recovered two more bodies and located another in the rubble. An upper floor gave way at a site under construction in Ormonde, in southern Johannesburg, on Monday. Johannesburg’s mayor says builders never submitted formal plans to the city. He says the structure broke city by-laws and an investigation is underway. President Cyril Ramaphosa offered condolences and called for answers.
