Set up a team myself a couple of times from Scratch - It can be done no problem however the one bit of advice i would give is to get a group of parents 4 /5 to form a committee and then each parent can take a role within the formation. The FA level 1 is your stumbling block unless you can get someone to " Help you " who is already qualified.
