About 100 people gathered on the steps of Duluth City Hall Tuesday afternoon to remember the 37 homeless or formerly homeless people who died over the last year. The annual Christmas Eve vigil was presented by Churches United in Ministry (CHUM), an organization whose programs serve more than 8000 low-income and homeless community members each year.
