Victims hugged each other and their lawmakers after House Representative Mary Franson, R-Alexandria, bill passed.The bill would hold Minnesota parents liable for the practice of female genital mutilation. It passed by a wide bipartisan margin 124-4 making it a felony for parents to allow it. It now goes to the Senate.
