Kamala Harris insists 40% in United States can’t document birth circumstances

Kamala Harris, the Democrats’ failed 2020 presidential candidate, won a few states in the election. Apparently the ones without voter ID.

And she’s insisting that having that requirement, which could happen if Congress approves the SAVE America Act, is a bad thing.

She claims 40% of those in the United States don’t have a birth certificate or passport.

That would be in the range of 135 million residents.

“You know what the SAVE Act would do? Require that people show a birth certificate or a passport to register to vote,” Harris claimed on the Wednesday episode of “The Parnas Perspective.” “I don’t have the exact numbers in front of me, but it’s something like 40% of Americans don’t have those documents.”

She claimed the Republican-backed election integrity plan, which the Senate is considering over fierce Democrat backlash, would target the four in 10 Americans she claimed cannot provide a birth certificate or passport.

She claimed the bill would hit hard especially at women who are married, because many of changed their surnames.

32 states already have some form of voter ID.

The 18 states that don’t make you show a picture ID are the only states that Kamala won.

“Married women, if you changed your name and got married, it’s going to be difficult [as far as] what’s on your birth certificate, right? And what that’s going to do is complicate the ability of women to register to vote,” added Harris.

She claimed it all is being done “in real time to suppress and obstruct the ability of people to vote.”

The Daily Caller News Foundation noted, “The SAVE Act would require photo ID in order to vote nationwide — a policy that 83% of Americans, including 71% of Democrats, support according to an August 2025 Pew Research Center survey. It would also require a prospective voter to show proof of U.S. citizenship to register to go to the polls.”

President Donald Trump supports the bill.

Democrat Senate Minority Leader Chuck Schumer,, however, has wildly described it “Jim Crow 2.0.”
