Horses can be temperamental just like people and this horse seems right pissed off. I assume the cone was meant to keep people out of reach. The guy in white seems like a noob. It's a bit of lore but most people know in general it's not good to throw water at a horse like that. Their ear canals are vertical and it can wash shit down into the canal and cause an infection (rare, but can happen).
