New law on the President adopted in Kazakhstan

Tengrinews.kz — At a joint session of the Parliament's chambers today, deputies of the Mazhilis and Senate adopted the draft Constitutional Law "On the President of the Republic of Kazakhstan" in its second reading.

Mazhilis Deputy Unzila Shapak stated that the draft constitutional law was developed in accordance with the Constitution adopted in the national referendum on March 15 this year.

The draft defines the legal status of the President and Vice President of Kazakhstan. The document consists of 8 chapters and 43 articles. According to the deputy, it maintains the continuity of the core principles of legal regulation established by the current constitutional law.

Shapak also noted that the bill is adapted to the provisions of the 2026 Constitution. It includes norms regarding the creation of new state institutions, while existing provisions have been significantly refined and updated.

The bill was presented in its original version, with no amendments or comments submitted. Mazhilis and Senate deputies voted to adopt the legislation in its second reading.

Context

Previously it was reported that Kazakhstan is amending the law on the president. Minister of Justice Yerlan Sarsembayev provided a detailed account of the bill's main provisions.

The draft law on the president was developed in accordance with the Constitution adopted at the national referendum. It was submitted for the deputies' consideration via a special Presidential Message as a legislative initiative.

The new Constitution was adopted in a national referendum on March 15. A total of 7,954,667 Kazakhs—87.15 percent of those who voted—supported its adoption. Key innovations in the document include the introduction of the office of Vice President, the transition to a unicameral parliament (the Kurultai), and the establishment of the People's Council of Kazakhstan.

It was also reported that the Vice President will be appointed by the President with the consent of the Kurultai. According to the draft law, the Vice President must be a Kazakh citizen by birth, at least 40 years old, fluent in the state language, a resident of the country for the past 15 years, and a holder of a university degree.
