WASHINGTON — Guantanamo Bay and the shootings at Emanuel AME Church were both subjects of debate Thursday when Gov. Nikki Haley was on Capitol Hill to argue against relocating prisoners from the Cuban detention center to the Naval Consolidated Brig Charleston.
