I'd argue it has, possibly not to your liking but there are several new strains of hip/hop rap both here and across the pond that I would say has definitely moved forward, while a lot of quality more traditional rap is still being made,and race doesn't come into it.
Went to a decent pub last year, served those 4 pint jugs so less queuing at the bar.
