What are we to think after the S.C. Department of Revenue announced it was holding refunds until March 1 to "mitigate fraud?" After the SCDOR breach, one would think fraud mitigation would already have been the chief focus for the department. Has this not been its upmost priority? If it has, is its current leadership a failure?
