Mayor Rodrigo Duterte, a presidential frontrunner in this upcoming national election for his crime-busting and anti-corruption stance, announced plans to allocate P18 billion a year for the small and medium enterprises and abolish the Comprehensive Agrarian Reform Program (CARP).
