Teenager caught on the street after 23:00 – how parents will be punished in Kazakhstan

Tengrinews.kz — Parents will be held accountable if their children are found outdoors after 11:00 PM without adult supervision. Almaty police have detailed the penalties for minors being out late and the consequences for repeat violations.
11,000 Cases
According to Timur Nogaybayev, head of the Almaty Police Department's Public Safety Office, law enforcement identified over 11,000 such cases in the first seven months of 2026 alone.

"Over these seven months, nearly 11,000 parents were held liable for their children being outside the home at night without legal representatives. After 11:00 PM, legal representatives are prohibited from leaving minors unaccompanied outside their residence. For a first offense, a formal warning is issued," Nogaybayev stated.

He also noted that repeat violations within a single year are subject to fines.
Fines for Parents
Liability is established under Article 442 of the Code of Administrative Offenses: "Presence of minors in entertainment establishments or outside the home during nighttime hours without accompaniment by legal representatives."
The specific curfew hours and penalties depend on the child's location.

If a minor is found in an entertainment establishment between 10:00 PM and 6:00 AM without legal representatives, parents face a fine of 3 MCI (12,975 tenge for 2026).
If a child is found unaccompanied outside the home between 11:00 PM and 6:00 AM, a warning is issued for the first offense.
A repeat offense within a year carries a fine of 7 MCI (30,275 tenge for 2026).

Timur Nogaybayev urged parents to exercise stricter control over their children's leisure activities and to avoid exposing them to nighttime risks. He also called for increased vigilance to ensure their safety.
Previously, more than 2,400 minors were taken to police stations during a three-day preventive raid across Kazakhstan. Over 1,500 were detained for administrative offenses, while approximately 1,000 were picked up for lack of supervision or homelessness.
During those raids, law enforcement identified nearly 4,000 administrative offenses. Authorities held 257 parents accountable for neglecting child-rearing duties and approximately 1,500 for their children being in streets or entertainment venues at night.
The raids took place from July 1 to 3 in Almaty, Shymkent, and several other regions. The Ministry of Internal Affairs stated that such preventive measures will be conducted on a regular basis.
