A child came to class out of uniform - what the school is entitled to do
Tengrinews.kz — Schools in Kazakhstan cannot bar students from classes for failing to comply with school uniform requirements. However, parents may initially receive a warning and subsequently face fines for systematic violations of established standards. This was announced during a press conference at the Central Communications Service.
As First Vice Minister of Education Shynar Akparova emphasized, suspending children from the educational process is strictly prohibited. According to the Law "On Education," every child has an unconditional right to a quality education; therefore, a school cannot close its doors to a student, even if their appearance does not meet the established standards.
"A child has the right to receive a quality education. Therefore, it is unacceptable and prohibited to deny a child entry to school," the Vice Minister stated at the CCS briefing.
At the same time, the ministry reminded that under the Constitution, compliance with the laws of Kazakhstan is the duty of all citizens.
The requirements for school uniforms are also backed by specific legal provisions:
Article 47 of the Law "On Education" defines the rights and duties of students;
Article 49 of the same law establishes the rights and duties of parents (the child's legal representatives).
According to these provisions, parents are obliged to ensure compliance with the school uniform policy approved by their specific educational organization. Notably, the dress code requirements are not set by the school unilaterally, but in collaboration with the parent community and the board of trustees.
According to Shynar Akparova, ignoring school uniform rules will not go unnoticed. Administrative liability is provided for systematic violations of the approved norms: first, a warning, followed by a fine of 5 MCI (21,625 tenge in 2026).
Earlier, clarifications were provided in Kazakhstan regarding school uniform requirements for secondary education institutions. Parents were informed about who determines the style of clothing, where it can be purchased, and what assistance is available for families.
